Patients Out of Time is proud to provide this list of organizations opposing
criminal sanctions for the personal, medical use of marijuana.

We have added categories titled, “No criminal penalty/decriminalization” and “Research” to our list
of organizations that support access to therapeutic Cannabis. Without reservation
Patients Out of Time
adds groups like the American Medical Association, Kaiser Permanente, Hawaii Kokua Council of Senior Citizens
and the
B’nai B’rith Women to its list of like minded organizations who believe the US governments war
on those who self medicate with marijuana is a national disgrace. We agree with the opinion of the
Chief Administrative Law Judge of the DEA, “It would be unreasonable, arbitrary and capricious
for DEA to continue to stand between those sufferers and the benefits of this substance of record.”

American Bar Association, “(T)he individual and social costs resulting from some existing laws punishing
personal use or simple possession of marijuana substantially outweigh any benefits derived…”

John H. Budd, M.D. of and for the AMA, “We believe the time has come to liberalize laws regarding the
possession of marijuana for personal use. In too many states statutes exact punishment that far exceeds the crime.”

American Social Health Association, “We concur with the conclusions of the National Marijuana Commission,
that ‘neither the marijuana user nor the drug itself can be said to constitute a danger to public safety,’ and its
recommendation of the elimination of criminal penalties against the user.”

Alaska Medical Association, “Resolved, that the Alaska State Medical Association recommend:
1) the elimination of penalties for use of marijuana and possession of small amounts for adults
2) licensing of commercial distributors of marijuana and supervision of quality control
3) restriction of sale to adults
4) reliance on parents, schools, churches, and general education to reduce use among minors
5) amnesty for persons now serving time in jail or on probation for violation of existing marihuana laws.”

Gray Panthers, “Be it resolved that the Gray Panthers support the legalization of marijuana
for persons of 18 years and over throughout the United States.”

District of Columbia Medical Society, “no criminal sanctions” for personal use of marijuana says
the resolution, adding, “use of marijuana is not recommended…there appear to be no serious
or lasting physical or mental effects from moderate or intermittent usage in healthy adults.”

United Methodists, “The social costs of wrecked lives and careers, especially among young people,
and of wasted law enforcement resources involved with continued criminal prohibition far outweigh
the harm caused by the drug.”

The American Academy of Family Physicians, “Resolved, That the American Academy of Family Physicians
encourage state and federal legislators to support legislation decriminalizing the possession of marijuana for
personal use and/or distribution in private for no remuneration of small amounts
(less than one and one half ounces) of marijuana, …”

National Council of Churches, “Considering the range of social concerns in contemporary America,
marijuana does not, in our considered judgement, rank very high. We would de-emphasize marijuana as a problem.”

of therapeutic Cannabis. We spent 19 billion of our tax dollars last year, a lot of it to punish the
