Patients Out of Time has compiled a list of the major world wide studies focused on the drug policy of prohibition and those studies specifically concerned with Cannabis. Each of these studies recommended a change to existing law. None recommended, “getting tough” and all saw Cannabis as a positive substance used responsibly.

The United States government clearly takes the position that use of Cannabis by adults including sick and dying adults is criminal behavior and should be punished. This is in direct contradiction to the recommendations of the Commissions conducted on behalf of the United States government. “Sending the wrong message”, the DARE program, and “just say no”, have failed.

             “If the political class would implement the recommendations
              of these Commissions we would likely be looking at a
              successful health care orientated drug issue rather than the failure the
              Commissions also predicted if a harsh, war on drugs continued”
