Patients Out of Time

History, Introduction and Background of Organization:

  Mission Statement

Patients Out of Time is a patient advocacy organization; we therefore have a universal constituency. We support the rights of patients to have a legal and safe access to the therapeutic use of cannabis.

The mission of our organization, a 501 (c) 3 non-profit, is the education of health care professionals and the public about the therapeutic use of cannabis. Our leadership is composed of medical and nursing professionals with expertise in the clinical applications of cannabis and five of the seven patients (two wish to remain anonymous) who receive their medical cannabis from the US government.

Working closely since 1990, the Founders formalized their work in 1995 as a VA corporation. The organization or individual Directors have been responsible for:

-The production of Marijuana as Medicine, an 18 minute award winning video that has been viewed on the national TV stations of Germany, The Netherlands and Belgium in repeat format and in most other European countries as well. In the US it has been broadcast over 10,000 times on local, university and commercial stations.

-“Cannabis In Medical Practice: A Legal, Historical and Pharmacological Overview of the Therapeutic Use of Marijuana”, (1997) edited by Mary Lynn Mathre, was the only modern book referenced in the 1999 Institute of Medicine Report,“Marijuana and Medicine: Assessing the Science Base.”

-The First National Conference on Cannabis Therapeutics held in April 2000 and co-sponsored by Patients Out of Time and the College of Medicine and the College of Nursing of the University of Iowa was the first accredited therapeutic cannabis education program held in the US since 1860. It was real time satellite transmitted to remote sites in the US and Canada.

-The Chronic Cannabis Use in the Compassionate Investigational New Drug Program:
An Examination of Benefits and Adverse Effects of Legal Clinical Cannabis was conducted

at Missoula, MT in the spring of 2001. “The Missoula Study” is the only evaluation of how over twenty years of federally supplied smoked marijuana affected four US patients.

-The Second National Clinical Conference on Cannabis Therapeutics was held in May 2002 in Portland, OR. It was co-sponsored by the Oregon Department of Human Services, Health Services; Oregon Nurses Association; Mothers Against Misuse and Abuse; and the Portland Community College Institute of Health Professionals.

-Patients Out of Time is a principal of a “Petition to Reschedule Cannabis” submitted to and accepted by the Drug Enforcement Administration for review. See, www.drugscience.org.

-The Third National Clinical Conference on Cannabis Therapeutics continues our bi-annual series. No organization, individual or government has challenged the research or conclusions presented by faculty at our two previous forums.
The world-class faculty that have accepted our invitation to come to Charlottesville and share their knowledge shall maintain that level of excellence.

-Our next major project is The Fourth National Clinical Conference on Cannabis Therapeutics to be held in Santa Barbara, California hosted by City College of Santa Barbara and accredited by California health organizations. The dates are April 5-8, 2006. The theme of the conference is: The Body-Mind Connection. While various aspects of clinical use will be covered, the core of the forum will involve both physical cannabis treatment and the use of cannabis for PTSD, ADD, depression and other emotional or psychological problems.
