History of the NIDA Cannabis Tins

randall00In 1970 Robert Randall, a glaucoma patient, challenged the US government, in a law suit, that revolved around a citizen's right to self protection. In Randall's case the protection was to use cannabis as a prophylactic to maintain a safe intraocular pressure to prevent the negative effects of glaucoma.
It is called a “medical necessity defense.”

Bob Randall won his case which set a precedent for other patients with other illnesses to follow, and many did.
The conditions of the suit included the delivery from US government stocks, smoke-able cannabis pre-rolled into cigarette form.


endsThe first delivery of cannabis cigarettes were contained in a small plastic case. There were 15 “Marijuana Cigarettes” in the case. They weighed 0.9 grams and had a THC level of 2.04%.
The case label in part read “For Investigational Use Only,” and “material furnished free by DHEW, Public Health Service, NIDA.

The original container sent to Robert Randall is in the collection of cannabis artifacts held by Patients Out of Time.

After the original issue of 15 cigarettes the cannabis was delivered in silver colored metal tins, round in shape, containing 300 cannabis cigarettes and a small wafer of packing material.

The cannabis tins available for a $500 dollar donation (minimum) are US federal government tins, used and empty of cannabis, that are in the possession of Patients Out of Time.  

The photos of tins are representative of the tin a donor will receive. The tins are in various conditions on the exterior from bright and polished surface to rusty. The labels are in great shape, readable. They are all altered to remove the name of the patient's attending physician.

All tins are given to Patients Out of Time by the four living patients in the federal cannabis program: Irvin Rosenfeld, Elvy Musikka, George McMahon and Barbara Douglass. All four serve on Patients Out of Time's Board of Directors.
